§ 395-9. Sketch plan provisions.

    Initial review.
    (1) 
    The Zoning Officer or his designee shall review the plan submission for completeness under the requirements of Article IV of this chapter. This review is only for completeness of the application and does not consider compliance with the Borough's plans, ordinances, regulations or acceptable engineering practices. If he finds that information necessary for the initial review of these plans is incomplete, he shall document those missing items and recommend that the Planning Commission and Borough Council reject the plans as incomplete.
    (2) 
    If an application is incomplete, the Zoning Officer or his designee shall notify the applicant, in writing, and allow the applicant the opportunity to withdraw his plans. If no written request to withdraw the plans is received, the recommendation for rejection shall be presented to the Planning Commission for its concurrence and then shall be forwarded to the Borough Council for action.
    B. 
    Sketch plan.
    (1) 
    General.
    (a) 
    Submitting a preliminary or preliminary/final plan, the applicant may submit a sketch plan for discussion with the Borough Planning Commission as to the suitability of a parcel of land for a specific subdivision or land development use and for direction or advice from the Borough Planning Commission.
    (b) 
    Such sketch plan submissions are not required and are considered informal, and the Borough need not respond to such a submission. All opinions and advice given to the applicant during a sketch plan review will not be binding on the Borough or applicant.
    (2) 
    Submission. The applicant shall submit 12 copies of the sketch plan and application to the Borough.
    (3) 
    Review.
    (a) 
    The Borough Planning Commission may review the sketch plan data to determine the development potential of the site. The general development concepts may be reviewed to determine their compatibility with the development potential of the site and with relevant plans and ordinances.
    (b) 
    No official action shall be taken on a sketch plan, except as required for a sketch plan for record. The Borough shall not be bound by comments made or not made as part of a sketch plan review.
